Gilesblundell: Lose title which shouldn't have been copied across

How often do new ringers - or any ringers, if it comes to that - try to seek out accurate portrayals of ringing in general literature? Few of us get much further than Dorothy L Sayers' "The Nine Tailors", in which it turns out that Lord Peter Wimsey is not only the younger brother of a duke, a man about town, book collector, shell shocked survivor of the first world war and amateur detective, but an able bell ringer. He turns his skill and knowledge to account to solve the mysteries of the Wilbraham Emeralds, and of a body found unexpectedly in a grave.

But there are other books to feature ringing, to various degrees of accuracy, and with various degrees of importance to the plot of the book. The Suffolk Guild library contains 15 different titles of fiction and social history, but not all of these are in print or readily available second hand - I have limited my review here to books which can be obtained for £10 or less. Contributors to the ringing-chat list also kindly made suggestions of books which might be of interest.

"The Nine Tailors" is not the only crime novel to feature ringing: Ray Harrison's "A Season for Death" is set in Victorian London. The Dean of St Paul's is covering to Stedman at the cathedral when he falls victim to a flying rope. The police investigate - and there are more deaths. There are also suspicious deaths in "The Dying Light" (US title - The Bell Ringers), a 2009 political thriller by journalist Henry Porter. A lawyer and former spy returns to Britain for an inquest. Why has her former lover - once the head of the Joint Intelligence Committee - left her most of his possessions and a most unusual letter, and £125000 to the Marches Society of Bell Ringers? Like many novels involving ringing, the ringing is very much a subplot, but what there is is accurately described.

Bell ringers are not the only people to die in Connie Willis' "Doomsday Book" which won the Hugo and Nebula awards for science fiction. It's the story of a historian from mid 21st century Oxford, sent back in time to explore the fourteenth century. Meanwhile, back in the future, bell ringers are visiting an Oxford under quarantine for a mysterious 'flu. Unlike Porter's book, ringing is fairly important to the plot; also unlike Porter, the description is infuriatingly inaccurate. So we find that by the mid 21st Century, Carfax in Oxford has gained a carillon, and handbell ringers bob up and down while ringing methods. But maybe Willis gains points for noting that a little thing like being quarantined will not put ringers off their planned tour. There are few deaths in Chico Kidd's "The Printer's Devil", a fantasy, with a highly fictionalised Fabian Stedman, magic, opera and College Youths, and some rather uncomfortable themes around sexuality. Modern day bell ringers explore some mysterious 17th century documents; back in the 17th century, a printer's apprentice finds his fellow ringer using powers to make life apparently more comfortable than it might be. The two storylines eventually intertwine to one.

Caroline Graham's "Faithful unto Death" probably fails to be of interest to ringers on all counts. A Midsomer Murders novel, it is not "Ring Out Your Dead" (that one, where leading members of the Oxford Diocesan Guild are defeated in a striking competition by three actors who have clearly never seen a bellrope before, was written as a television script) and ringing is not only peripheral but misunderstood - the ringers are asked to ring a peal of Oranges and Lemons, and their ropes are made of red, white and blue hemp.

Moving on from crime and death, bell ringing is prominent in a number of romances. John Meade Falkner's "The Nebuly Coat" was a period piece when it was published in 1903, being set in the 1860s. A young architect comes to supervise the restoration of a once great church in a once great port. Over more than two years, the mystery of the heir to the Blandamer fortune comes to a head, and a peal is rung. Of all the books I've reviewed here, "The Nebuly Coat" seems to generate the strongest feelings - it is very unlike Falkner's better known "Moonfleet", and various amateur reviewers on the internet write quite heatedly in praise or (more surprisingly) in criticism of it.

Georgina Lewis' "The Winter Tree" from 1983 is also rather gothic. A bell ringer adopts his orphaned niece, and tragedy ensues when she cannot be with the man she loves. Bell ringing plays an important part in setting the background, and is accurately described (including the tip for knowing whether to go in quick or slow in Stedman). But it's a little surprising to find such a vigorous method ringing community in Cornwall, generally seen as one of the strongholds of call change ringing. Lillian Harry (who writes under a number of pseudonyms but is, apparently, a ringer) shows a better grasp of local style in "The Bells of Burracombe". A Devon village welcomes a new schoolteacher in the run up to the Festival of Britain. Among the local celebrations will be a striking competition.

Also a period piece is Jean Chapman's "The Bellmakers". In mid 19th century Leicestershire, a girl takes on her late father's trade, arriving to sell goods at a village on the day the church bell is being removed for recasting by the handsome bellfounders. Will she find happiness with one of the founders? Well, what do you think?

Reginald Arkell's "Trumpets over Merriford" is perhaps best described as a rural idyll. Published in 1955, and set more or less contemporaneously, it tells of the American Air Force arriving in the small English village. When the air force put a beacon on top of Merriford church, they find rot in the bellframe. How will the problem be solved?

Problem solving is also a theme in "Mr Pettigrew and the Bellringers", a 1976 children's book by Leonard Clark. Country vicar Simon Pettigrew faces a number of problems with his ringers and the bells - but they're all resolved to the vicar's satisfaction, even if it wouldn't leave the ringers terribly happy.

Perhaps inevitably, children's books have dated. "Milly" by Pippa Goodhart is set on New Year's Eve 1999: Alice is looked after by her grandfather while her mother gives birth. Grandfather is a bellringer, and Alice gets to see the ringing for the new millennium. It's a good story for its age group - but it will be a while before we welcome another millennium. Even more dated in their feel are John Escott's "Alarm Bells" (1981) and "Bell Rescue" (1983) which revolve around handbells. I gather that H E Todd's character Bobby Brewster had a (mainly accurate) adventure with bell ringers in "Bobby Brewster's Lamp Post" (1982) but the cost of this out of print but collectable book means that I haven't seen it.

Finally, moving on from fiction, are two works of oral history. In 1969, Ronald Blythe published "Akenfield: Portrait of an English Village", an oral, anonymised social history of life in rural Suffolk, looking at how life had changed from the time between the wars and the late 1960s. Interviewees include a local ringer, and a local but internationally prominent tower captain. Perhaps less well known but just as interesting is George Ewart Evans' 1956 "Ask The Fellows Who Cut The Hay", based on interviews with the old people of a different Suffolk village, the last generation to remember rural life before mechanisation. In a time when many people never left their parish, the bellringers might have visited more than 200 towers.

Ringing is not widely represented in general literature - but there is more out there than would appear at first glance. Taken together, the picture they give of bell ringers is not totally inaccurate, although the view from any one book would (surely?) not reflect what any of us would see in our home towers.

Gilesblundell: For the purposes of this article, what do we mean by 'ringing' ?

I remember seeing a video of Deborah Harry ringing, probably just backstroke, I think at Christ Church Cathedral, Dublin. I can't find it just now but maybe someone will be able to. Smeeds (talk) 15:01, 30 July 2016 (UTC)

I have found another reference to someone ringing at Christ Church Cathedral, Dublin. It is Jimmy Rip though it is not clear whether he range backstroke, chimed or what. It's certainly referenced here but I don't know whether it should fit into the first category - it doesn't fit in the second. Is the intention of the first category to be "The following are people that members of the general public might have heard of who are known to have rung" ... even if only once? Smeeds (talk) 17:22, 23 January 2017 (UTC)

- When I set the page up, the idea was to list people that ringers would recognise as ringers so that when the pub perennial of 'has anyone famous ever rung' came up it would be possible to give a sensible answer. So I don't really see that someone chiming a bell once really counts. BUt this is a wiki and it don't belong to me...
__NOTOC__
Those Wedding Fees
Just in case you’re wondering who originally wrote this, he (Steve Coleman) explained that 'as well as being a ringer
I’m also a money person. I used to be one of the Central Council’s Independent Examiners - what most people
call, Auditors - and I do a lot of work with ringing and church accounts too. Professionally I also used to be a
rather senior Inspector of Taxes. So it’s not surprising that among the purely ringing questions people send me,
I also get a fair few money questions.'

I’ve just read a most disturbing article about the burgeoning mountain of middle class crime, and I fear I am myself a pebble in that mountain. It’s four years since I started ringing for weddings, yet in all that time I haven’t declared a single wedding fee on my tax return. Small stabs of guilt are niggling me, so if you can give me absolution - or, better still, justification - I’d be really grateful. SW - West Midlands

By great good fortune I can give you both. But since, by your own admission, you’re middle class,
middle aged and - I suspect - a middle brow ringer to boot, you won’t just want an answer, you’ll want an
explanation to go with it.

The System
So beginning at the beginning, in this country, tax - thank the Lord - is purely a matter of law. There
are no bribes and no extortion, and nothing you receive is taxable unless the law says it is.
But good though that is, tax law is unfortunately fantastically complex. The statutes themselves amount
to several thousand pages, whilst the judicial interpretation of all those pages fills dozens of stout volumes.
So if anyone tells you that your question is a simple one, don’t believe them.

That said, it could be worse, because in a mere page or so, the law sets out a handful of categories that
a chunk of income must fall into if it’s to be taxable. And that’s because not all income is taxable. Gifts aren’t,
for example, nor are betting wins or the money you get for your old car when you buy a new one.
So we have to look at each taxing category in turn and see if wedding fees fall into it.
It’s rather like doing one of those Sunday newspaper puzzles. You ask yourself one question after another and keep ruling things out.
"Is a wedding fee income from property?" No. "Is it interest on money?" No. "Is it a dividend from an overseas company?" No.

No trouble with any of those. They’re simple questions with simple answers and most of the other
questions are just as simple. But when you’ve eliminated all the simple ones, there are four questions left that need answering.

Employment?
So first, are your wedding fees income from an employment? Are you in some way employed as a bell
ringer? And you ask yourself that question because, as I’m sure you know, for tax purposes almost all earned
income is divided into two categories: income from employment - often known as Pay as You Earn - and
income from sell-employment - often known as Pay as You Please. And once you’ve asked that question, it
won’t take you a moment to reply, “Of course I’m not employed as a bell ringer.” No ordinary ringer is. There is
no contract of employment and nor are there any features of the arrangement which could lead anyone to think
that an employer/employee relationship exists. Judges have spent a vast amount of time considering what might
or might not be considered an employment, but they’d take one look at this situation and say the answer’s just
plain obvious.

Of course, if you were employed as something else - a cathedral verger, say - and you had to ring for
weddings as part of your duties, your fees would be taxable, but that’s getting decidedly theoretical.

An Office Holder?
More obscurely, Schedule E - which is what the employment bit of tax law is technically called - also
applies to people who hold an “Office” and who get income from that “Office”. And I say “obscurely” because
no one’s entirely sure what an “Office” is. By and large, “Offices” are likely to be long-standing and vaguely
prestigious posts, or posts that exist under some form of written constitution - the sort of posts that seem to
exist whether someone fills them or not. The Master of the Queen’s Horse, for example,
or the Lord Lieutenant of the County, or the Ringing Master of an Association. Closer to the mark, vicars were
always considered to hold an office - although there’s some doubt about that now - and church organists were looked
on similarly. So might ringers also be considered to be office holders?

Well, almost certainly not. In most churches the local band is a vague kind of thing. It has no fixed
size, no terms of appointment and no written or centuries-old constitution. Any tax inspector who tried to pin an
office on you would be quickly told to spend their time looking at something more sensible.
Just possibly - and I’m speaking entirely theoretically here - it could be suggested that one or two tower
captains hold an office. If so, their wedding fees would be taxable while the rest of the band’s wouldn’t be. But
that would be such a bizarre situation that no sensible tax inspector would try to suggest it. So on Schedule E
grounds, you’re safe.

Self-Employed?
But could you be self-employed? Could you have the trade or profession of “bell ringer”? Well, nothing in the
statutes says what a trade or profession is, and judges have spent a really huge amount of time over the past 100
years considering exactly that - normally when someone’s made a very large sum of money by buying and selling
something. Boiled right down, the test is whether you have arranged your affairs with the primary aim of making money,
or whether such money as you receive is just incidental to your private life or hobby. Quite clearly, wedding fees
fall in the latter category.

But if we’re just supposing, it’s possible that someone could organise themselves to ring at five
weddings every Saturday at £20 a time solely because they wanted the money, and it could then be suggested
that such a person was in trade. A tax inspector would have a distinctly uphill task trying to prove it, though.

Case VI
And you might think that that would be that, but unfortunately there’s also a small “catch everything
else” section called Case VI of Schedule D. It claims to tax, “... any annual profits or gains not falling under
any other Case of Schedule D and not charged by virtue of Schedule A or Schedule E ...“
And at first sight that looks like it could be a tricky one because surely a wedding fee must be some
kind of “profit or gain.” Well, you might think so, but while tax inspectors are rather fond of catch all
legislation, judges certainly aren’t, and over the years they’ve come to the rescue in severely limiting what Case VI
can catch. So first, only money received under an enforceable contract is taxable under Case VI, and
although contracts can be oral as well as written, it would be very difficult indeed to suggest that wedding
ringers have entered into a contract.

For a start, it would be hard to pin down who the contract could be with - the church? The vicar? the
bride’s father? the best man? The tower captain? And secondly, the arrangements are so vague as to who rings,
when they ring and what they ring, that an enforceable contract could hardly be considered to exist.
Of course, lawyers are always happy to assert remote possibilities with each other, and I dare say that
at this very moment ringing lawyers all over the country are itching to put pen to paper with a counter view. But
tax inspectors are practical people not vague theorists, and they would readily agree that no contract exists.
And second, even if a contract did exist, you could still claim to set your expenses against the fees
received. Those expenses wouldn’t include your costs of going to practice nights or buying ringing books or
anything like that, but they would include travelling expenses, and with a little thought you could easily get
them large enough to wipe out your fee.

The Bottom Line
So the bottom line is, you’re safe. Your wedding fees are not taxable, they shouldn’t be included in
your tax return and you aren’t part of the middle class crime mountain. Of course, if you do include your fees on
your tax return the Revenue will tax them, because it’s their job to tax everything that gets put on tax returns.
But that will be your fault not theirs. And if sometime in the past you asked a tax person whether your wedding
fees were taxable, and you got the answer that they were, don’t feel cross. As I said earlier, tax isn’t simple, and
you need to have all the facts of any situation if you’re going to come to the right conclusion.
Quite likely you didn’t give the person all the facts.

In Practice
Of course, tax inspectors are much too busy tackling large scale evasion to bother about a handful of
wedding fees, so you’re most unlikely ever to be challenged about them. But from time to time a few ringers at
cathedrals and large churches have had a problem. Their church authorities have been handing out quite large
amounts of money to a variety of people - including professional musicians - and not deducting tax as they
should have done. When the tax inspector has sorted things out, the ringers’ wedding fees have been swept up
along with everything else.

So if - just remotely if - a tax inspector wants to start taxing your fees - either through your tax return
or, more likely, by deduction - show them this article. If they still can’t agree, make a politely worded complaint
and show this article to their boss. And if their boss can’t agree, make an equally polite complaint to their Regional
Office. That, at least, should sort it.

Absolution is yours!

Steve is happy to answer all other Ringing and Money questions.

Gilesblundell: /* List by Tower */ Liverpool Pier Head - correct previous brainstorm

A frequently asked question on the Change Ringers email list over the years has been - "How much do other towers charge for ringing at weddings?". This table has been compiled to record this information, and other towers are encouraged to add to it. In considering what is reasonable readers may wish to search for "average wedding costs" in google or similar. For instance The Telegraph was reporting an average of £20,000, though this was pre-credit crunch.

At most towers, ringers tend to be paid from around £10 to £20, but it can be significantly more for some towers in London! Some towers also include a donation to the Bell Fund as well as their ringing so they may be higher than the rope fee times the number of Bells. If a tower has a separate tower fund it is a good idea to include a donation to the fund as you can get money to have an inspection on your bells every year.

At most towers, if they say both or after, they may also be able to just do before.

NOTES:
* At Chesterton, ringers get £10 each on Saturdays and £12 on weekdays. Ringer-up gets a fiver.
* At Eccleshall, ringers driving to get to the tower are paid an extra £2.
* At Harwich, local ringers tend not to take their money, although it is always offered. Visiting ringers are paid £10.
* At Rainhill, St Bart's has a reduced fee, approx 60%, for before or after. Flat rate for weekdays is £150 (£20 per rope).
* At Whitchurch, the Ringers Charge £2 extra per rope for Before and After.
* At Warfield, usually 8 bells are rung, but may be only 6 if shortage of people. Fees are being reviewed again in 2011 - likely to go up!
* At Churchdown, £60 from the fee goes to the tower fund, the fee for weekday weddings is £200 of which £80 goes to the tower fund.
* At St Clement Danes, the fees are £35 per ringer. With a choice of 6, 8 or ten. Fees are doubled if before and after is required. There is a fee of £20 paid for ringing the bells up before the service if ringing out is required. There is a fee of £20 for arranging the band. And the church gets a fee of £40. The new fees haven't meant a loss of requests for bells.
* At Clerkenwell there is a choice of 6 or 8. £25 per ringer. Fees doubled if ringing in and out is required. Double fee for the ringer ringing up the bells. Plus a tower fee of £25.
